Quadel’s updated “LIHTC Compliance Specialist” certification provides an in-depth introduction to the Low Income Housing Tax Credit (LIHTC) program. This comprehensive course equips participants with the knowledge and skills necessary to effectively manage LIHTC properties and ensure compliance with program regulations.
The in-person course will consist of two- and one-half days of instruction, with two-weeks to complete the optional online examination thereafter (paper exam upon request).
Anyone involved in LIHTC property management or oversight will benefit from attending, including property managers, compliance specialists, asset managers, owners, developers, and syndicators.
The LIHTC Compliance Specialist course covers the following key areas:
- LIHTC Program Fundamentals, including the history and background of the LIHTC program, overview of program structure and objectives, key stakeholders and their roles, and the regulatory framework.
- IRS regulations and guidance, including HUD Handbook 4350.3 requirements, HOTMA, and state-specific compliance rules.
- Eligibility and compliance, including minimum set-aside requirements, income and rent limits, tenant eligibility determination, student status rules, and utility allowances.
- Financial aspects such as tax credit calculation and allocation, applicable fraction and qualified basis, credit periods, and compliance periods.
- Ongoing compliance including annual recertifications, the Next Available Unit Rule, the Vacant Unit Rule, property inspections, and file reviews.
- Reporting and record-keeping including required documentation and forms, file organization best practices, compliance monitoring, and required reporting.
By completing this course, participants will gain the expertise needed to navigate the complexities of the LIHTC program, ensure property compliance, and maximize the benefits of this crucial affordable housing initiative.
