affordable housing credit improvement act of 2025 introduced

On Tuesday, the Affordable Housing Credit Improvement Act of 2025 (AHCIA) was introduced in the House of Representatives as H.R. 2725. Lead sponsor, Representative Darin LaHood, was joined by 116 original co-sponsors, 58 Republicans and 58 Democrats, including five bipartisan members of the Colorado delegation, signaling strong support for the Housing Tax Credit. The Senate version of the bill is expected to be introduced in a few weeks.

The AHCIA proposes to:
  • Increase Housing Tax Credit authority for 9 percent credit by restoring the 12.5 percent cap increase;
  • Maximize affordable housing production by lowering the threshold of Private Activity Bond financing from 50 to 25 percent;
  • Enable the Housing Tax Credit to better serve hard-to-reach communities including rural, Native American, and high-poverty communities; and
  • Streamline Housing Tax Credit administration, simplify complex compliance rules, and further augment the program’s impact on increasing rental housing supply.
